Tail Wagging the Dog
This article is focused on the disproportionality of investment that often times develops in those companies that have sufficient products in market and shift their investment focus to systems supporting production, distribution, and selling; often greatly reducing their investment in systems that support the design and development of new and enhanced products to then deliver to market.
The title is not to infer that those downstream systems are less important (therefore being referred to as the tail), but it instead denotes that upstream activities (and supporting systems) should drive what becomes available downstream (via supporting systems).
